Switch PercentLiteralDelimiters to new default
...
Let's change that to the new rubocop default, which is also the
suggestion in the ruby style guide.

This was changed in diaspora too, see diaspora/diaspora#7466
It also includes the changes in the code. This was done with
`rubocop --auto-correct` and no we have zero offenses again.

Fix CI script false positive return code
...
For Ruby >= 2.2 travis.sh returned 0 even when the rspec test suite
has failed. This commit passes the return value from the test suite
as the CI script return value.
